L'inaugurazione del Consolato di Manchester
L'11 luglio c'è stata l'inaugurazione del Consolato di Manchester, a cui sono stato invitato come consigliere del Comites.
Non ho molto da aggiungere a quanto è stato detto a nome del Comites: sono felice, il Consolato è molto bello e centrale, per ora sembra stia andando tutto liscio nella transizione - da lunedì 18 cominceranno gli appuntamenti e l’erogazione dei servizi. Se è chiaro che ci sarà qualche bump on the road prima o poi, l’importante penso sia avere fiducia che sarà affrontato con spirito costruttivo e di collaborazione - e ci sono tutti i presupposti per pensarlo.

Subito dopo la cerimonia c’è stata una riunione tra i rappresentanti delle Istituzioni e i rappresentanti della comunità locale (Comites, CGIE, Consoli Onorari). Come Comites si era deciso di lasciare la parola a ogni presidente di commissione per un brevissimo discorso, così da lasciare libertà di espressione alle diverse sensibilità che compongono il comitato. Ha funzionato!
Il mio intervento, da presidente della Commissione Comunicazione, si è concentrato sulla necessità di riconnettere una comunità italiana spaccata in tante parti, divise per territorio ma anche per età anagrafica o etnia, che da otto anni era orfana di un Consolato - ente che, per sua natura, può fungere da fulcro e promuovere iniziative davvero rivolte a tutti. Servono iniziative per riconnettere e riunire la comunità di un tempo, oggi divisa, e servono iniziative per includere gli italiani che sono arrivati dopo il 2014 (che sono quasi la metà del totale) in una comunità italiana in UK che non hanno mai incontrato.
Apro una parentesi.
Quella della circoscrizione consolare di Manchester è una comunità di italiani grande, ufficialmente composta da 110mila connazionali… ma, secondo me, sono assai di più.
Infatti, se la cifra ufficiale di iscritti AIRE nella circoscrizione è intorno a 110mila, sappiamo che tantissimi italiani non sono iscritti all’AIRE [1] [2], con una discrepanza che emerge chiaramente confrontando i numeri delle iscrizioni all’AIRE (472861 a novembre 2021), e le statistiche di Home Office sulle domande di EU Settlement Scheme da parte di italiani (583570 a marzo 2022). Ciò ricordando anche che gli italiani con doppia cittadinanza per naturalizzazione o nascita non dovevano/potevano fare domanda per l’EU Settlement Scheme, e quindi il dato di Home Office è inferiore al numero reale di cittadini italiani nel Regno Unito di diverse decine di migliaia.
Sembrerebbe dunque che il dato AIRE sia sottostimato di circa il 20%, ma… se è vero che la pandemia e la Brexit hanno favorito un fenomeno di emersione, evidente nei numeri, è anche vero che nel 2017 si stimava che quasi un italiano su due in UK non fosse iscritto all’AIRE (vedi anche qui). Sicuramente fattori quali Brexit e pandemia hanno diminuito il numero di italiani in UK, e aumentato le iscrizioni all’AIRE… ma non posso non pensare che, in realtà, i numeri attuali siano ben più elevati e manchino all’appello AIRE davvero tanti connazionali. Impressione, peraltro, confermata dalla comunità italiana con cui interagisco ogni giorno tramite Sportello, I3Italy e Italiani a Manchester, incontrando davvero tante persone che, mi dicono, non si sono mai iscritte all’AIRE (che sollecito caldamente a iscriversi).
Anche questo è un aspetto che andrà affrontato: l’iscrizione all’AIRE è una tutela che, soprattutto dopo la Brexit, è diventata sempre più importante, ed è peraltro una delle metriche principali con cui le risorse vengono allocate ai Consolati e alle associazioni.

Con la prossima riunione del 20 luglio, in cui calerà il sipario su problemi passati e si inizierà a parlare dei progetti futuri, la speranza è che ci sia quel “cambio di passo” che tutti vorrebbero vedere.
Io proporrò un progetto di cui vi parlerò in futuro con un altro post, e un progetto più generale per favorire la partecipazione del Comites ai tantissimi eventi sul territorio, restituendogli il ruolo di rappresentatività che non avrebbe mai dovuto perdere.
On July 11th the inauguration of the Manchester Consulate took place. I was invited as a councillor of the Comites.
I don't have much to add to what was said on behalf of Comites: I am happy, the Consulate is very nice and central, for now everything seems to be going smoothly in the transition - appointments and the provision of services will begin on Monday 18th. If it is clear that there will be some bump on the road sooner or later, the important thing I think is to have confidence that it will be dealt with a constructive and collaborative spirit - and there no reason to think it won’t happen.
So, first of all, I refer you to the Comites website and the Consulate website.
Immediately after the ceremony there was a meeting between the representatives of the institutions and the representatives of the local community (Comites, CGIE, Honorary Consuls). With Comites, we decided to leave the floor to each commission chairman for a very short speech, so as to leave freedom of expression to the various points of view held in the committee. It worked!
My speech, as president of the Communication Commission, focused on the need to reconnect an Italian community split into many parts, divided by territory but also by age or ethnicity, which for eight years had been Consulate-less - a body which, for its nature, can act as a rally point and promote initiatives truly aimed at every Italian. Initiatives are needed to reconnect and reunite the once-divided community, and initiatives are needed to include Italians who arrived after 2014 (who are almost half of the total) in an Italian community in the UK that they have never experienced.

That of the consular district of Manchester is a large community of Italians, officially made up of 110 thousand compatriots... but, in my opinion, we are many more.
In fact, if the official number of AIRE enrolments in the district is around 110 thousand, we know that many Italians are not registered with AIRE, with a discrepancy that clearly emerges by comparing the numbers of AIRE registrations (472861 as of November 2021), and Home Office statistics on EU Settlement Scheme applications by Italians (583570 as of March 2022). Taking into account that Italians with dual citizenship by naturalization or birth right did/could not apply for the EU Settlement Scheme, the Home Office figure is lower than the real number of Italian citizens in the United Kingdom of several tens of thousands.
It would therefore seem that the AIRE figure is underestimated by about 20%, but... if it is true that the pandemic and Brexit have favoured an emergence phenomenon, evident in the numbers, it is also true that in 2017 it was estimated that almost one in two Italians in the UK was not registered with AIRE. Certainly factors such as Brexit and the pandemic have decreased the number of Italians in the UK, and increased registrations to AIRE... but I cannot help but think that, in reality, the current numbers are much higher and many more compatriots are missing in the AIRE registers. An impression, moreover, confirmed by the Italian community with which I interact every day through the Sportello, I3Italy and Italians in Manchester, meeting so many people who, they tell me, have never registered with AIRE (which I strongly urge to register).
This is also an aspect that will need to be addressed: registration with AIRE is a protection that, especially after Brexit, has become increasingly important, and is also one of the main metrics with which resources are allocated to Consulates and associations.

With the next meeting on July 20, in which the curtain will fall on past problems and we will start talking about future projects, the hope is that there is that "change of pace" that everyone would like to see.
I will propose a project that I will tell you about in the future with another post, and a more general project to encourage the participation of Comites in the many events that happen in the Manchester consular district, giving it back the role of representation that it should never have lost.
